Oklahoma sweepstakes casino ban, Nov. 1: where operators stand
Oklahoma's amended gambling law takes effect November 1, 2026. Of 18 sweepstakes casino brands whose current documents we could open on October 3, three (Modo, Pulsz and Pulsz Bingo) mark Oklahoma as Gold Coin only or limited, fifteen do not exclude it. Only Modo has published an Oklahoma deadline that we found: its help center says Sweeps Coins play and redemptions stay available there until November 1, 2026.

Published October 3, 2026. The law is quoted from the enrolled bill and bill history on oklegislature.gov; each operator's position comes from its own documents, retrieved October 3, 2026 and linked in the table. Trade-press reports are labeled as such.

What the law says
Enrolled Senate Bill 1589 amends one section of Oklahoma's criminal code, 21 O.S. § 941. Its Section 2 reads: “This act shall become effective November 1, 2026.” The bill history records a 48 to 0 Senate vote on March 2, 2026, a 65 to 21 House vote on May 4, a veto dated May 7, and override votes of 34 to 10 in the Senate and 68 to 19 in the House, both on May 14, 2026, the day the measure was filed with the Secretary of State. The Oklahoma State Courts Network lists the new text as Laws 2026, SB 1589, c. 394, effective November 1, 2026.
Two new definitions do the work. “Online casino games” covers internet-connected games, on devices down to a phone or a smart watch, that “upon risking any representative of value, simulates any gambling game described in this section or any other form of gambling”. And “representative of value” now includes “any and all currency used as part of a dual-currency system of payment that allows a person to exchange such currency for any prize, award, cash, or cash equivalent”. Our casinos page describes how the two-coin model works.
The amended section makes it a “Class C2 felony offense” for every person who opens, conducts or carries on such a game, or who, as “owner or employee, geolocation provider, gaming supplier, platform provider, promoter, or media affiliate”, “deals or provides support for those engaged in any such game”. The fine is $500 to $2,000, plus imprisonment under the cross-referenced Section 20M. Games under the Oklahoma Charity Games Act and tribal gaming conducted under the federal Indian Gaming Regulatory Act are excepted. Compared with the version in force until November 1, the definitions, the tribal-gaming exception and the list of support roles are new.
Two things the text does not say. It does not use the phrase “payment processor”, although one trade-press summary (iGamingFuture, last updated September 30, 2026) lists payment processors among those exposed. It also does not use the words player or bettor. A separate, older section that SB 1589 does not amend, 21 O.S. § 942, makes it a misdemeanor for “Any person who bets or plays at any of said prohibited games”, punishable by a fine of $25 to $100, up to 30 days in county jail, or both. We draw no conclusion about whether or how that section applies to online sweepstakes play, and we found no state guidance addressed to players in the legislative record we opened. That question belongs with a lawyer.
Governor Kevin Stitt's veto message argued: “This bill is so broad that it criminalizes everyday apps people use for fun.” The Legislature overrode it seven days after the veto date.
Where each operator stands, in its own documents
We checked current terms, sweepstakes rules or help pages for 23 brands on October 3, 2026; five did not render. A document that does not exclude Oklahoma says nothing about what its operator will do before November 1.
| Operator | Oklahoma status per its own documents | Document and date |
|---|---|---|
| Modo (ARB Gaming, LLC) | Gold Coin only. Clause 3.5 lists Oklahoma among its “GC Only States”, and the sweepstakes rules list it among “restricted states”. The terms dated August 20, 2026 did not name Oklahoma. Its help center gives a later date: a page published October 2, 2026 says “SC gameplay stays available in Oklahoma until November 1, 2026” and “SC redemptions stay available in Oklahoma until November 1, 2026”, that packages with bonus SC ended there on October 1, and that mail-in requests “postmarked after October 1, 2026 are not accepted”; its states page says Oklahoma “is transitioning to GC-only”. | Terms of Use and Sweepstakes Rules, both dated October 1, 2026; August 20 terms via the Wayback Machine |
| Pulsz and Pulsz Bingo (Yellow Social Interactive Limited) | Limited. Clause 3.4: “if you are based in Mississippi, New Jersey, Indiana, Maine and Oklahoma certain promotions shall be limited for you”. Pulsz's help page lists “Oklahoma (GC only)”; the Pulsz Bingo help page, last edited June 10, 2025, lists Oklahoma with no tag. Version 5.0, dated May 4, 2026, did not name Oklahoma. | Terms 5.2 and 3.2, September 1, 2026; help page, September 2; version 5.0 archived |

Read together, the rows say three brands restrict Oklahoma, all in documents dated September 1 or later, and fifteen do not exclude it (five of them name Oklahoma as available in a help or states page). Modo is the only brand whose own pages give Oklahoma players a date. VGW updated all three of its brands' sweeps rules on September 16, 2026 without carving out Oklahoma. Our September 7 report covers Pulsz's GC-only states. Trade press adds operators whose documents we did not open: Gambling Insider reported on August 27, 2026 that AceBet “added Oklahoma as a Gold Coin-only jurisdiction” and that Cluck Casino restricted the state, and on September 30 that Lucky Rush did the same.
What Indiana showed
Indiana's HB 1052 took effect July 1, 2026, per our crackdown timeline. The operators' own Indiana notices show a clock that ran out before the law did. Pulsz's notice for Indiana players, created May 13, 2026, gave players until June 22 to play and redeem, and said: “After this date, all Sweepstakes Coins in your account will expire”. High 5 Casino's terms (version 45.0, June 26, 2026) say it stopped new registrations and purchases in Indiana and Iowa on June 16 and let existing players “CONTINUE TO PLAY AND REDEEM SWEEPS COINS UNTIL JUNE 30, 2026”. Crown Coins took a different route: a help article dated July 3, 2026 describes a restructured Indiana balance effective June 30 and warns that “Some redemptions submitted under the previous format have been canceled due to the regulatory change.”
In Indiana, then, Pulsz's cutoff came nine days and High 5's one day before the statute. For Oklahoma, as of October 3, the only operator cutoff we found is Modo's, and it is November 1, 2026, the day the law takes effect.
If you hold a redeemable balance in Oklahoma
- Redeem now, not on October 31. The Indiana cutoffs above came before the law did, and Pulsz's Indiana notice shows that unredeemed coins can expire. Modo's Oklahoma page says the same in its own words: “Redeeming any SC you want to use before that date is a good idea.” Current rules elsewhere address the same situation: Zula Casino's Sweeps Rules (version 2.6, August 28, 2026) say a player “not from a Sweepstakes Permitted Territory” who has won or accumulated Sweeps Coins “will not be eligible for redemption of Sweeps Coins”, and reserve the right to change that territory “at any time in our sole discretion”. Verification comes first: Chumba's Sweeps Rules state that “POTENTIAL SWEEPSTAKES WINNERS ARE SUBJECT TO VERIFICATION BY SPONSOR/PROMOTER”.
- Check the minimum first. The same rules set a $100 threshold and state that “AMOUNTS BELOW THE THRESHOLD ARE NOT ELIGIBLE FOR PRIZE REDEMPTION.” Find your operator's figure in its own rules before you plan around a balance.
- Watch pending requests. Crown Coins canceled some Indiana redemptions at its changeover and asked players to resubmit. If a request is still pending near any change, confirm its status with support.
- Record what you hold, and re-read the rules weekly. Screenshot balances, pending requests and confirmations, with dates, for your own records; Chumba's rules say it “WILL NOT ACCEPT SCREEN SHOTS OR OTHER PURPORTED EVIDENCE OF WINNING IN LIEU OF ITS VALIDATION PROCESS”. Modo's current terms, dated October 1, name Oklahoma; its August 20 terms did not.
- Do not route around location checks. Pulsz's terms, for example, say players will not “misrepresent or block access to your actual location”.
- Use only the operator's own site, and pay nobody. Log in directly rather than through links in messages you did not expect. Unsolicited contact demanding a fee, a wire or a gift card to release a redemption is the pattern our prize-claim scams explainer describes.
What is not publicly published
- An Oklahoma notice with a redemption deadline from any brand but Modo. We found none on the other brands' pages we opened on October 3, 2026, including help-center searches at Pulsz, McLuck, Hello Millions, Mega Bonanza, Jackpota, Crown Coins and Stake.us.
- What happens to Sweeps Coins balances that Oklahoma players hold at Pulsz and Pulsz Bingo. Their documents that we opened give no transition date or redemption window.
- How Modo's two timelines fit together: its October 1 terms already list Oklahoma as Gold Coin only, while its help center says Sweeps Coins play continues until November 1, 2026. Modo has not published an explanation.
- What the fifteen brands whose documents do not exclude Oklahoma will do with unredeemed balances on November 1.
- Where WOW Vegas, RealPrize, LoneStar, Funrize and NoLimitCoins stand. The RealPrize and LoneStar region screen also leaves out Delaware, where Sweeps Coins play reportedly ended in August (see our Delaware notice), so we do not read it as a statement about Oklahoma.
Common questions
When does the Oklahoma sweepstakes casino law take effect?
November 1, 2026. Section 2 of Enrolled Senate Bill 1589 says the act shall become effective November 1, 2026. The Legislature overrode the veto of Governor Kevin Stitt on May 14, 2026, by votes of 34 to 10 in the Senate and 68 to 19 in the House, per the bill history.
Have sweepstakes casinos already stopped Sweeps Coins play in Oklahoma?
Not according to most of the documents we could open on October 3, 2026. Of 18 brands whose documents we could open, Modo lists Oklahoma as a Gold Coin only state in its October 1 terms, while its help center says Sweeps Coins play and redemptions stay available there until November 1, 2026. The Pulsz and Pulsz Bingo terms limit promotions there and the Pulsz help page tags it GC only. The documents of the other 15 do not exclude it. Modo is the only brand we found with a published Oklahoma redemption date.
Does SB 1589 make it a crime to play?
The amended section names people who open, conduct or support the games, including promoters and platform providers, and does not use the word player. An older section, Section 942 of Title 21, which SB 1589 does not amend, makes betting or playing at prohibited games a misdemeanor. We draw no conclusion about how the two apply to sweepstakes play. This is not legal advice.
