Notes

Read the 3 research notes
  • The 34th Legislature's (2025-2026) bills under the subject GAMBLING are HB 50 (snow classics, now Chapter 30 SLA 26), HB 145 and SB 194 (mobile sports wagering, in committee), HB 255 and SB 240 (dividend raffle), HB 386 and SB 170 (electronic pull-tabs) and HCR 22 (suspending rules for SB 170) (S1). The texts of HB 145, SB 194 and HB 386 (version A, the only versions posted) and SB 170 (versions A through D) contain no occurrence of the word sweepstake (S4, S5, S6, S7, S9).
  • Under AS 11.66.200, "A person commits the offense of gambling if the person engages in unlawful gambling"; it is a violation for a first offense, and being a player in a social game is an affirmative defense (S2). This is general gambling law; we do not assess its application to any sweepstakes.
  • The Department of Law's press release indexes for 2022 through 2026 show one gaming item: the August 5, 2025 release announcing that Attorney General Taylor joined a 50-state letter urging the U.S. Department of Justice to help address illegal offshore gaming (S3, S8). The release does not mention sweepstakes.

What we could not establish

  • Bill coverage relies on the Legislature's subject coding (S1) and a title scan of the 34th Legislature's bill range; a bill touching sweepstakes under another subject could be missed.
  • The Department of Revenue's charitable gaming unit was not checked.
