Notes

Read the 4 research notes
  • Timeline check: our crackdown timeline says the Department of Gaming issued rolling cease-and-desists through 2025 and into 2026. The Department's own releases are dated April 17, June 27, August 15 and September 9, 2025 and July 10, 2026 (S1 to S5). No disagreement.
  • The Department's sweepstakes guide says the term sweepstakes is not defined in Arizona law and lists conditions it says a free-to-play game or contest must meet to avoid the gambling prohibition, including offering free participation "in the same manner, to the same extent, and with the same odds of winning" as paid participation, and clear rules disclosing the sponsor's address, the estimated odds and each prize's quantity and value. The page recommends independent legal advice (S8).
  • The September 9, 2025 release concerns a paid-entry home giveaway, not an online sweepstakes casino: the Department issued cease-and-desist orders to Raffall, a United Kingdom company, and to an Arizona resident promoting the "Phoenix Dream Home Sweepstakes", alleging that the promotion required entrants to buy entries (S5).
  • The releases do not say whether any recipient complied; trade reports of exits are not cited here.

What we could not establish

  • Bill coverage is the Legislature's introduced-bill lists for the 2025 First Regular Session and the 2026 Second Regular Session, checked by short title on 2026-10-03: no title mentions sweepstakes; the gaming-related titles concern event wagering, raffles, racing, the Department's budget (amusements) and agency housekeeping (S9). The Legislature's bill API for the same two sessions (1,854 and 2,190 measures) returned no title containing sweep (S10). We did not read every bill text.
  • The individual cease-and-desist letters were not retrieved; the releases link them, and we relied on the release text.
  • We did not find an Arizona Attorney General action against an online sweepstakes casino; the Attorney General's site was not searched in depth.
