Bills
- SB 524 (2025 Regular Session): withdrawn by author; no further action before sine die adjournment on 2025-05-05, March 20, 2025. [S1]
What the bill does
Titled an act to make the operation of an illegal online casino or sports betting a felony and to create the Interactive Gaming Act, including casino gaming. Its first section would have amended the gambling-house offense in Ark. Code section 5-66-103 to cover making available any internet or mobile game, contest or promotion that "utilizes a dual-currency system of payment" exchangeable for a prize, cash or cash equivalent and simulates casino games, lottery games or sports wagering, with exceptions for a sweepstakes game that does not award cash or a cash equivalent and for casinos licensed by the Arkansas Racing Commission. Filed March 19, 2025 and withdrawn by its author the next day (S2).
- HB 1861 (2025 Regular Session): withdrawn by author and recommended for interim study by the House Judiciary Committee, April 7, 2025. [S3]
What the bill does
House bill filed March 19, 2025 with the same core title as SB 524 plus a clause on regulating internet gaming. It was amended twice (March 31 and April 1, 2025); the engrossed text also contains the dual-currency provision (S4).
Rules for any sweepstakes in Arkansas
- Prize notices (ark. code title 4, chapter 102) (Ark. Code Ann. sections 4-102-104 and 4-102-106): [S5]
What the rule requires
A sponsor may not offer a prize unless the person first receives a written prize notice stating the sponsor's true name and address, the retail value of each prize, the odds of receiving each prize, any fees or charges, restrictions and eligibility limits. The chapter does not apply where all prizes are awarded free and there is no opportunity to pay the sponsor; a free entry route does not exempt a promotion that also allows payment. Text taken from FindLaw's copy of the code (secondary; S5, S6).

Read the research note
- Timeline check: our crackdown timeline (S7) does not mention Arkansas, and its list of states where bills failed or died does not include SB 524 or HB 1861 of 2025.
What we could not establish
- We found no Arkansas enforcement action aimed at online sweepstakes casinos since 2022 in the sources checked on 2026-10-03 (web searches including the Attorney General's site, and trade press).
- We found no 2026 Arkansas bill on online sweepstakes casinos in the sources checked; we did not run a full-text search of arkleg.state.ar.us for the 2026 session.
- We did not retrieve the official Arkansas Code (published through LexisNexis); Justia's copy returned a bot challenge (HTTP 403). The Prize Promotion Act text is FindLaw's copy, which FindLaw marks current as of March 28, 2024.
- Trade press reports that state leaders opposed the 2025 bills; the bill records we opened do not state why the authors withdrew them, so we record no reason.
