Enforcement

  • April 7, 2025, Delaware Division of Gaming Enforcement, with the support of the Delaware State Lottery: cease-and-desist order (announced April 7, 2025; the release says Delaware residents could no longer participate effective April 2, 2025) against VGW Luckyland, Inc.. Status: issued. [S1]
    What the record says

The State's release says an investigation by the Division of Gaming Enforcement found that VGW Luckyland, Inc., a subsidiary of VGW Holdings Ltd., "was operating illegal online gaming", and that Delaware officials "concluded that VGW misrepresented its services as a promotional sweepstakes while enabling players to purchase coins for casino-style games, leading to potential cash winnings." It states that such games offered by an unlicensed entity violate the Delaware Constitution, the Delaware Penal Code and the Delaware Gaming Competitiveness Act of 2012, and that "Effective April 2, 2025, Delaware residents can no longer participate in VGW Luckyland’s unlicensed online gaming platforms."

Notes

Read the 4 research notes
  • The Delaware General Assembly's site search for "sweepstakes", with the 2024-2026 (GA 153) session selected, returned no bills on 2026-10-03 ("No records available" when rendered in a browser; the search appears to match bill titles, since "lottery" returned five items); the same search for "gambling" returned one unrelated bill (HB 314, student athlete protection). (S2)
  • The Division of Gaming Enforcement category on news.delaware.gov listed only this April 7, 2025 release when checked on 2026-10-03. (S3)
  • In secondary reporting, Sweepsy on August 11, 2026 quoted an operator email to Delaware players of RealPrize and LoneStar saying "Effective August 21, 2026, Sweeps Coins (SC) will be discontinued for Delaware players" and that redemption requests could be submitted until September 21, 2026. We found no state document naming those brands, and the email as quoted gives no reason. (S5)
  • Our crackdown timeline does not mention Delaware. Our September 3, 2026 Delaware notice gives the same April 7, 2025 release and April 2, 2025 effective date, consistent with the primary record. (T1, T2)

What we could not establish

  • The cease-and-desist order itself was not published with the release; we relied on the release text.
  • A news.delaware.gov site search for "sweepstakes" on 2026-10-03 returned no matching posts in the text we retrieved. A web search on 2026-10-03 found no Delaware Department of Justice (Attorney General) action on sweepstakes casinos; we did not search the Department's own release archive.
  • The dge.delaware.gov homepage, retrieved 2026-10-03, carries no sweepstakes-specific page or notice.
  • We found no Delaware statute on promotional sweepstakes registration or bonding in the sources checked; the lottery entry above is the criminal gambling provision.
  • One secondary site, Bright Side of News (August 18, 2026), states that the Division of Gaming Enforcement issued cease-and-desist letters to sweepstakes operators in mid-August 2026 and that RealPrize and LoneStar left as a result. It cites no letter or release, and the operator email Sweepsy reported on August 11, 2026 predates mid-August. We found no state document supporting it on 2026-10-03, so it is not recorded as enforcement. (S6, S5, S3)
