Bills
- B26-0656, Internet Gaming and Consumer Protection Act of 2026 (Council Period 26): under Council review; referred to the Committee on Human Services with comments from the Committee of the Whole, May 4, 2026. [S1]
What the bill does
Introduced April 9, 2026 by Councilmember Felder; public hearing held May 4, 2026. As introduced, it would authorize internet gaming licensed through the Office of Lottery and Gaming and would provide that, except as conducted by a licensed operator or otherwise expressly authorized by District law, "a person shall not offer, promote, or conduct sweepstakes gaming, a dual-currency gaming product, or any other product that mimics or simulates casino-style gaming, sports wagering, lottery-style gaming, or a substantially similar gambling activity where a person provides consideration or something of value for the opportunity to win a prize or prize equivalent." Consideration may be direct or indirect and includes buying credits, tokens, entries, subscriptions or access; each day of a violation is a separate violation; the Office of Lottery and Gaming could issue cease and desist orders, and the Attorney General could sue for injunctive relief, civil penalties, restitution and disgorgement. (Status: S1; text: S2.)

Notes
Read the 3 research notes
- B26-0656 as introduced defines a "Dual-currency gaming product" as "a game, promotional scheme, or platform that uses 2 or more forms of currency, credits, tokens, entries, points, or similar units, whether purchased or awarded, where one or more such units may be redeemed, converted, transferred, or used directly or indirectly for cash, cash equivalents, prizes, or prize equivalents." (S2)
- The bill's general enforcement subsection lets the Office of Lottery and Gaming fine licensees up to $100,000 per violation, or $500,000 for violations arising from the same pattern; the sweepstakes prohibition itself is enforced through cease and desist orders, injunctions and Attorney General civil actions. (S2)
- Comparison with our crackdown timeline: it says "a Washington, D.C. bill was pending as of mid-2026"; the Council's record shows B26-0656 introduced April 9, 2026, heard May 4, 2026 and still under Council review on 2026-10-03, which matches. (T1, S1)
What we could not establish
- We found no District enforcement action aimed at online sweepstakes casinos in the sources checked on 2026-10-03. The Office of the Attorney General's site search did not filter by our keyword (it returned all 2,202 items), so it was not a usable check, and we did not find an Office of Lottery and Gaming notice on the subject. A web search restricted to oag.dc.gov on 2026-10-03 returned consumer alerts on sweepstakes and lottery scams and no action aimed at sweepstakes casinos.
- We did not run a keyword search of the Council's legislation system for other 2025 or 2026 bills; B26-0656 was located by web search and confirmed on lims.dccouncil.gov.
- The lims.dccouncil.gov pages load by script and were read in a browser; the hearing record PDF was not read.
