Consideration means anything that is a commercial or financial advantage to the promoter or a disadvantage to a participant; the statute states that "Mere registration without purchase of goods or services" and similar acts are not consideration.

What the rule requires
A solicitor who tells a person they have been selected or may be eligible for a prize may not request or accept payment, or create the impression that payment is required, before the person receives a written prize notice containing required information, including the verifiable retail value of each prize and, where more than one prize is listed, the odds of receiving each.
