Notes
Read the 7 research notes
- The board's release (S1) names the Stake.us recipient “Sweepstakes Limited (Stake.us)”; the Stake.us Terms of Use, version 18.0, retrieved 2026-10-03, name the provider as Sweepsteaks Limited (S15). Each document's spelling is reproduced as written.
- The Attorney General's release (S2) describes Golden Hearts' products as online gambling games and does not use the word sweepstakes; Golden Hearts Games' own website, retrieved 2026-10-03, links to “Official Sweepstakes Rules” (S14).
- The Gaming Control Board's later cease-and-desist releases that we opened, dated February 12, March 5, April 23, May 9, June 13, July 30, August 14 and September 23, 2025 and April 7, 2026 (S17, S6, S7, S8, S9, S10, S11, S12, S13), describe their recipients as unlicensed or offshore online casinos and sportsbooks; none identifies a recipient as a sweepstakes operator. The February 12, 2025 release, on letters to nine online casinos, says in general terms that “One method these platforms use to evade regulatory scrutiny is by operating under the guise of sweepstakes”, without saying whether any recipient did so (S17). The October 8, 2026 release (S18), on letters to 33 offshore operators, is the first board release we opened that lists sweepstakes-style games among what the recipients were found to offer; it does not say which recipients offered them or identify any recipient as a sweepstakes operator, so it is noted here rather than listed under enforcement.
- On August 27, 2024 the board sent a cease-and-desist letter to OC Media Holdings LLC, operating as One Country Give, which sold monthly memberships carrying entries into giveaways; the release says “These so-called sweepstakes are unlicensed online lotteries and/or raffles under Michigan law” (S3). It is a paid-membership giveaway case rather than a casino-style platform, so it is noted here rather than listed under enforcement.
- The Michigan Legislature's document search for 2025-2026 House and Senate bills containing the word sweepstakes returned 0 results on 2026-10-03 (S5); the same search for dual-currency and dual currency also returned 0.
- Operator documents retrieved 2026-10-03 exclude Michigan: the Fortune Wins terms (version 4.8) record a January 10, 2024 change adding Michigan to their Excluded Territory (S16), and the Stake.us terms list Michigan among excluded states (S15).
- Timeline check: our crackdown timeline says the board's 2025 waves of orders had “sweepstakes brands among the recipients”. The 2025 releases we opened do not identify any recipient as a sweepstakes brand; the closest statement is the general sentence in the February 12, 2025 release quoted above (S17). The timeline's description of 2023 letters to VGW's LuckyLand and Stake.us matches the January 18, 2024 release, which dates them November 2 and December 5, 2023 (S1). The board's October 8, 2026 release lists sweepstakes-style games among what its 33 recipients offered, without saying which recipient offered which (S18).
What we could not establish
- The board's news index loads by script, so releases were located by URL; we did not open every Michigan Gaming Control Board release since 2022, and a 2024 to 2026 letter to a sweepstakes-casino operator could be missing.
- The 2022 Attorney General letter to Golden Hearts is not published; the release gives only the year.
- We did not confirm how completely the Legislature's full-text search indexes bill text; a control search for internet gaming in 2025-2026 bills returned 31 results.
