Bills

  • SF 4474 (94th Legislature, 2026 session): passed the Senate 62 to 3 on April 30, 2026; referred to the House Public Safety Finance and Policy Committee on May 4, 2026; no later action listed; not enacted. [S1]
    What the bill does

Would add Minnesota Statutes section 325F.756 prohibiting any person or entity from operating, conducting or promoting an online sweepstakes game in Minnesota, defined as an internet or mobile game, contest or promotion that uses a dual-currency system of payment exchangeable for a prize, cash or cash equivalent (or a chance at one) and simulates casino-style or another form of gambling. Applicants, licensed entities, financial institutions, payment processors, geolocation providers, gaming content suppliers, platform providers and media affiliates would be barred from supporting or promoting such games. The commissioner of public safety would enforce it with the penalties in section 325F.755, subdivision 7.

  • HF 4410 (94th Legislature, 2026 session): committee report adopted and re-referred to Public Safety Finance and Policy on April 7, 2026; no later action listed; not enacted. House companion to SF 4474, described on its status page as online sweepstakes games prohibited. [S3]
  • SF 4365 (94th Legislature, 2026 session), omnibus commerce bill: online sweepstakes section added in the 1st engrossment and absent from the 2nd engrossment; bill indefinitely postponed April 28, 2026 when the Senate substituted HF 4188. [S5]
    What the bill does

The 1st engrossment (Commerce committee report of April 20, 2026) carried a proposed section 325F.756 on online sweepstakes with the same definitions as SF 4474. The 2nd engrossment (Finance committee report of April 27, 2026) does not contain it (S6). HF 4188, enacted as Laws 2026, chapter 124, contains no sweepstakes text (see notes). Status per the SF 4365 status page (S4).

Enforcement

  • 2025-06-xx, Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division: letters (described in the Attorney General's November 5, 2025 release; not published) against the same 14 sites. Status: issued. [S13]
    What the record says

Per the Attorney General's release, the division sent letters to the same 14 sites in June 2025 “to alert them to potential criminal-law violations that arise with online gambling, particularly with social sweepstakes casinos”, asking them to stop operating or change their business practices; the release says the sites had not done so. We did not find the June letters published.

  • November 5, 2025, Minnesota Attorney General: letters directing the recipients to stop offering their sites in Minnesota against 14 operators named in the release: VG LuckyLand; Zula Casino; Fortune Coins; BetAnySports; BetUs; XBet; BetNow; BetWhale; EveryGame Sportsbook; BetOnline; Slotsandcasino; Bovada; MyBookie.com; Sportsbetting.com. The release says the recipients include social sweepstakes casinos and undisguised gambling websites but does not label each one.. Status: issued. [S13]
    What the record says

The Attorney General's release says the letters direct the operators to stop offering online gambling in Minnesota “because they may violate Minnesota consumer-protection laws that prohibit deceptive, fraudulent, unfair or unconscionable practices.” The published example letter to social sweepstakes casinos, dated November 5, 2025, says it “serves as a notice to immediately stop offering such sites to Minnesota residents”, describes the Attorney General's authority to sue for injunctive relief, restitution and civil penalties of up to $25,000 per violation, and asks the recipient to confirm in writing by December 1, 2025 that it will comply (S14). We found no published follow-up in the sources checked on 2026-10-03.

Rules for any sweepstakes in Minnesota

  • Lottery definition and in-package promotions (Minn. Stat. section 609.75, subdivision 1): [S9]
    What the rule requires

A lottery is “a plan which provides for the distribution of money, property or other reward or benefit to persons selected by chance from among participants some or all of whom have given a consideration for the chance of being selected.” An in-package chance promotion is not a lottery if, among other conditions, participation is available free and without purchase, the scheduled end date is stated, odds are not misrepresented and prizes are awarded randomly.

  • Prize notices when payment is requested (Minn. Stat. section 325F.755, subdivision 2): A sponsor may not require a person in Minnesota to pay money as a condition of receiving or competing for a prize unless the person first receives a written prize notice stating the sponsor's true name and address, the retail value of each prize, the odds of receiving each prize, any fees or charges, restrictions and eligibility limits. [S10]

Notes

Read the 5 research notes
  • SF 4474's status page records committee reports on March 25, April 7, April 9 and April 27, 2026, Senate passage 62 to 3 on April 30, 2026, and House referral on May 4, 2026, with no later action (S2). HF 4410's last House action is the April 7, 2026 committee report and re-referral (S3).
  • The revisor's keyword search of 2025-2026 bills for sweepstakes and for dual-currency returned only SF 4474, HF 4410 and SF 4365: the Senate-side search lists SF 4365 and SF 4474 (S7) and the House-side search lists HF 4410 and SF 4474 (S15).
  • Not enacted: none of the 2025 regular session laws (chapters 1 to 39), the 2025 First Special Session laws (chapters 1 to 15) or the 2026 session laws (chapters 40 to 131) contains the words sweepstake, dual-currency or online sweepstakes, checked 2026-10-03 (S8, S12). Laws 2026, chapter 124 (HF 4188) contains no occurrence of sweep (S8).
  • Private litigation, not a state action: a proposed class action filed July 23, 2026 in the U.S. District Court for the District of Minnesota (No. 0:26-cv-03396) against ARB Gaming, LLC, d/b/a Modo.us alleges that Modo's casino-style games are gambling prohibited by Minnesota law. The allegations are unproven and the case is pending; the complaint is the only filing we opened (S11).
  • Timeline check: our crackdown timeline lists Minnesota among states where bills failed or died; the bill records agree that SF 4474 passed the Senate and was not enacted (S2, S8). The timeline does not mention the Attorney General's November 5, 2025 letters or the division's June 2025 letters (S13).

What we could not establish

  • We found no Minnesota Attorney General lawsuit, settlement or order against a sweepstakes-casino operator after the November 5, 2025 letters in the sources checked on 2026-10-03. The division's June 2025 letters are described only in the Attorney General's release (S13), and we found no published response from the recipients.
  • We did not open House or Senate journals to confirm that no floor vote occurred in the House; the bill status pages list none.
