Rules for any sweepstakes in Oregon
- Sweepstakes solicitation disclosures (ORS 646A.803(1)(b), (3)): [S2]
What the rule requires
A person soliciting participation in a sweepstakes in the course of business must clearly and conspicuously disclose the odds of winning in Arabic numerals (or that the odds depend on the number of entries), the sponsor's name and address, and "The procedure for entry without purchase." The section defines a sweepstakes as a procedure for awarding a prize based on chance, including ones where a purchase or payment is required or appears to be required.
- Lottery definition (ORS 167.117(12)): Defines a lottery as "an unlawful gambling scheme in which: (a) The players pay or agree to pay something of value for chances", winning chances are determined by a drawing or other method, and holders of winning chances receive something of value. [S3]

Notes
Read the 3 research notes
- The Legislature's open-data measure records for the 2025 and 2026 regular sessions contain no measure whose catchline or summary mentions sweepstakes, casino or gaming; the only match for gambling is SB 914 (2025), on problem-gambling helpline information on lottery billboards (S1).
- Oregon's definition of gambling excludes contests of chance played for tokens other than money where, among other conditions, a contestant may not buy more than $100 of tokens in any 24-hour period and the tokens may be exchanged only for property other than money (ORS 167.117(7)(b)) (S3). We do not assess whether any online product meets those conditions.
- The Oregon Attorney General is among the attorneys general listed as joining an August 2025 multistate letter urging the U.S. Department of Justice to help address illegal offshore gaming, per the Alaska Department of Law's release (S4). The release does not mention sweepstakes, so we do not list it as an action aimed at sweepstakes casinos.
What we could not establish
- The open-data search matched measure catchlines and summaries, not full bill text (S1).
- The Oregon Department of Justice site search did not return server-rendered results for sweepstakes to our query, so it is not a reliable negative; a web search limited to doj.state.or.us on October 3, 2026 returned sweepstakes scam alerts and charitable gaming pages, none about sweepstakes casinos. The Oregon State Lottery and the Oregon State Police were not checked.
