Rules for any sweepstakes in Rhode Island
- Registration of retail game promotions (R.I. Gen. Laws section 11-50-1): [S1]
What the rule requires
A person proposing a game, contest or other promotion in which a retail establishment offers prizes determined by chance to promote its retail business, where the total announced prize value offered to the public is over $500, must file a statement with the Secretary of State giving the number of participating and prize-winning objects, the odds, the minimum prize value and the rules, including the period and geographic area. The filing fee is $150, and failure to file is a misdemeanor.
- Posting of prizes, rules and winners (R.I. Gen. Laws section 11-50-2): A promotion covered by section 11-50-1 must post, in a conspicuous location in every participating retail establishment, the minimum number and value of prizes, the rules, and the names and addresses of prize winners. Failure to post is a misdemeanor. [S2]

Notes
Read the research note
- The Legislature's status reports list ten 2025 bills and ten 2026 bills in the Gambling category, and nine 2025 and five 2026 bills in the Lottery category. None of their titles or descriptions mentions sweepstakes or dual-currency games. The only item that mentions iGaming is 2025 S 623 / H 5643, which amends casino crime provisions for iGaming and age limits; the rest concern sports wagering, bingo, fantasy sports, social gaming in private settings, casino employment and the Twin River master contracts, among others (S3, S4, S5, S6). The Consumer Affairs category lists three 2025 bills and thirteen 2026 bills, none of which mentions sweepstakes (S8).
What we could not establish
- Bill coverage relies on the Legislature's Legislative Status Report for the Gambling and Lottery subject categories in 2025 and 2026 (S3 to S6). The system has no keyword search, so a sweepstakes bill filed under another subject category could be missing.
- The Attorney General's site search returned HTTP 403 to our request on October 3, 2026 (https://riag.ri.gov/search?keys=sweepstakes), and we did not locate a searchable archive of Division of Lottery releases. The Attorney General's press-release listing, 16 pages running from June 11, 2025 to September 29, 2026, shows no release about sweepstakes; its gambling-related release concerns a suit against Kalshi and Polymarket over sports event contracts, not an online sweepstakes casino (S7). We found no Rhode Island action against an online sweepstakes casino in the sources we opened, which is a bounded result, not a complete review of state agency records.
