Enforcement
- May 22, 2025, Wyoming Gaming Commission: public warning (press release) against Unlicensed iGaming websites and applications, including certain sweepstakes or social casino sites that offer real-money payouts; no operator is named. Status: issued. [S1]
What the record says
The Commission warned residents and visitors that online casinos, poker rooms and other iGaming are not licensed or regulated by it, gave certain sweepstakes or social casino sites that offer real-money payouts as examples of unlicensed platforms, said it cannot help with disputes over winnings or accounts on such sites, and said it would try to shut down illegal operations it becomes aware of. Its executive director is quoted as saying that no online casino, iGaming or sweepstakes site is licensed by the Commission.
Rules for any sweepstakes in Wyoming
- Prize notices and payments (Wyo. Stat. 40-12-201 to 40-12-203): [S2]
What the rule requires
If a solicitor tells someone they have been selected or may be eligible to receive a prize, the solicitor may not request, and the solicitor or sponsor may not accept, any payment before the person receives a written prize notice. The notice must give the names and addresses of the solicitor and sponsor, the verifiable retail value of each prize, the odds when more than one prize is listed, any fees the person must pay, and any restrictions or eligibility limits. A notice that a person has won a prize stated in the notice through an actual prior entry in a sweepstakes or contest is excluded from the definition of prize notice.

- SF0044 (2026), Enrolled Act 38, chapter 51, signed March 6, 2026 and effective July 1, 2026, revises exceptions to the gambling offense in Wyo. Stat. 6-7-101. According to the Legislative Service Office summary, it limits the social-gambling exception to games incidental to a bona fide social relationship that are conducted in private, not advertised, and in which no one is compensated for facilitating the activity other than by winnings; limits the charitable raffle exception to raffles or drawings that give 100 percent of net proceeds to charity; redefines profit; and defines bona fide social relationship. Its text does not mention sweepstakes, online play or the internet (S3, S4, S11). The compiled title 6 statutes PDF retrieved on 2026-10-03 shows section 6-7-101 with these changes, including profit defined as any financial gain and the new definition of bona fide social relationship in 6-7-101(a)(xiv) (S12).
- HB0162 (2025), Interactive gaming, would have authorized online casino gaming regulated by the Wyoming Gaming Commission. It died in committee on March 3, 2025, and its introduced text does not mention sweepstakes (S5). We found no 2025 or 2026 bill on online sweepstakes casinos in the legislature's subject indexes (S9, S10).
- A working draft for the 2027 session, 27LSO-0098 version 0.2, titled Online casinos and sweepstakes prohibited, is posted among the 2026 interim materials of the Legislature's Select Committee on Gaming under a file name dated July 30, 2026, and is marked draft only, not approved for introduction (S6, S7). It would add operating an online casino or sweepstakes game, and knowingly providing services such as payment processing, geolocation, hosting or advertising for one, to the definition of professional gambling; would define representative of value to include any unit used in a dual-currency or sweepstakes-entry system; states that the new subparagraph does not apply to a person participating solely as a player; and would take effect July 1, 2027. A draft is not a bill.
- Wyoming Public Media reported on July 31, 2026 that the Select Committee on Gaming heard testimony on the draft, including from a company the article identifies as Virtual Gaming World, and decided it lacked the information needed to advance it, and that the committee was scheduled to meet again on September 29, 2026 (S8, secondary).
What we could not establish
- We did not establish what, if anything, the Select Committee on Gaming did with draft 27LSO-0098 at its September 29, 2026 meeting; later draft versions were not found at the legislature's interim-committee URLs we tried.
- No cease-and-desist letter, lawsuit or other action naming an online sweepstakes casino operator was found on the Commission's news page on 2026-10-03. A site search of ag.wyo.gov for sweepstakes could not be reproduced during fact-checking on 2026-10-03 (the site's search runs in the browser and returned no server-side results), so the Attorney General's pages are not confirmed as checked.
